What Is a USPS Business Mail Entry Unit?

A Business Mail Entry Unit — BMEU — is a USPS facility inside a Processing and Distribution Center where commercial mailers deposit presorted bulk mail directly. You bypass the retail post office counter entirely. Instead of standing in line, you drive to a loading dock, hand off prepared trays or pallets to a USPS mail entry clerk, and your mailing enters the processing stream the same day.

Every bulk mailer eventually needs to understand BMEUs. They are the access point for discounted commercial postage rates — and for EDDM BMEU campaigns, they remove the 5,000-pieces-per-day limit that applies at the retail counter.

In 28 years of running bulk mail campaigns for businesses across Ulster, Orange, and Dutchess counties, Cornerstone Services has entered thousands of mailings at BMEUs across the Hudson Valley and Northeast. This directory exists because the USPS's own tool consistently routes mailers to the wrong facility — and we grew tired of explaining the fix in one-on-one calls.

Why the USPS BMEU Search Tool Gets It Wrong

The USPS routes its BMEU locator by administrative postal district — not geographic proximity. Postal districts were drawn for internal logistics decades ago. They don't follow county lines, town boundaries, or actual driving routes.

Here's what that means in practice. A business in Kingston, NY — ZIP code 12401 — types their ZIP into the USPS locator and gets routed to Albany. Albany is 60-plus miles north. The correct facility is the Mid-Hudson Processing and Distribution Center in Newburgh, roughly 20 miles south. The USPS tool is not wrong about the district assignment. It is wrong about which facility you should actually drive to.

This directory uses haversine distance calculations — the same math used to compute great-circle distances between geographic coordinates — to return the closest BMEU by actual miles, not postal district. An exact ZIP-to-facility match (when we've confirmed one) takes priority over distance; otherwise, results sort nearest to farthest from your ZIP's centroid.

The five-minute call that saves two weeks

BMEU hours shift. Acceptance windows close early. Mail classes get suspended without public notice. We've seen it happen at facilities across the Northeast — a facility that accepted Marketing Mail on Monday posts a sign Wednesday morning saying appointments only.

A mailing that gets turned away at the dock comes back to you. You're on the hook for re-presentation — which means resealing trays, revising documentation, and scheduling another drop. That's commonly a two-week setback minimum.

Before you load a pallet: call the BMEU acceptance window directly. Confirm the facility is open, the mail class is being accepted, and whether you need an appointment. Three questions. Five minutes.

What Mail Classes Are Accepted at a BMEU?

Most BMEUs accept the following, though the specific mix varies by facility and can change:

USPS Marketing Mail

The primary class for bulk advertising mail — postcards, catalogs, flyers, newsletters. Requires a minimum of 200 pieces or 50 pounds per mailing.

First-Class Mail Presort

For billing statements, invoices, and transactional mail at commercial rates. Minimum 500 pieces with automation preparation.

Periodicals

Newspapers, magazines, and authorized newsletters. Requires separate Periodicals authorization from the USPS.

EDDM BMEU

Every Door Direct Mail presented at the BMEU rather than a retail counter. Removes the 5,000-piece daily cap and qualifies for DDU entry discounts.

Bound Printed Matter

Books, catalogs, and permanently-bound printed pieces meeting USPS content requirements.

Parcel Select

Accepted at select BMEUs. Verify with the specific facility before presenting.

Important: Mail class acceptance is not universal or permanent. In our experience, Periodicals and Parcel Select are the classes most likely to be restricted at a given facility on any given day. Always confirm before driving.

Do You Need a Mailing Permit?

Yes — for almost everything except EDDM Retail (which is entered at a retail counter, not a BMEU). Marketing Mail, presorted First-Class, Periodicals, and EDDM BMEU all require an active mailing permit before a BMEU will accept a presentation.

A USPS mailing permit costs approximately $275 per year for the annual mailing fee plus a one-time $275 presort authorization fee. The permit number is printed directly on your mail piece as the indicia — no stamps, no meter required.

Cornerstone Services holds active permits and enters mailings on behalf of clients who don't have their own. If you're running an occasional campaign, working under our permit is almost always more cost-effective than maintaining your own. See our mailing permits guide for a full breakdown.

BMEU vs. DSCF vs. DDU — Which Entry Point Is Right?

USPS postage discounts increase as mail gets closer to its destination before entering the postal network. Here's how the three entry points compare:

BMEU — Business Mail Entry Unit

What it is: Origin entry. You drop at the facility nearest to where the mail is produced.

Discount level: Base commercial rate. Less than DSCF or DDU, but easiest to execute.

Best for: Most campaigns, especially regional mailings with destination ZIPs spread across multiple delivery areas.

DSCF — Destination Sectional Center Facility

What it is: You presort and deliver mail to the SCF serving the destination ZIP codes.

Discount level: Deeper than BMEU. On Marketing Mail, DSCF saves approximately $0.009 per piece vs. BMEU entry.

Best for: Larger campaigns concentrated in one SCF service area. Requires more logistics — you may need to make multiple drops at different SCFs for mailings that span regions.

DDU — Destination Delivery Unit

What it is: You deliver mail to the specific post office that delivers each carrier route.

Discount level: Deepest available. For EDDM BMEU, DDU entry qualifies for the lowest per-piece rate.

Best for: Hyper-local campaigns targeting a small cluster of carrier routes. Requires physical delivery to each individual post office — impractical for campaigns spanning multiple towns.

For most Hudson Valley businesses, BMEU entry at the Mid-Hudson facility covers the majority of campaigns efficiently. DSCF and DDU entry are worth pursuing on larger jobs where the postage savings justify the logistics overhead. Cornerstone evaluates entry strategy on every campaign — it's part of how we achieve the postage efficiency our clients rely on.

BMEU Entry in the Hudson Valley

Businesses in Ulster, Orange, and Dutchess counties — including Kingston, Newburgh, Poughkeepsie, Middletown, New Paltz, and surrounding communities — are served by the Mid-Hudson Processing and Distribution Center. This is the BMEU that Cornerstone Services uses for the majority of our clients' campaigns.

The Hudson Valley sits at an interesting postal boundary. Parts of the region fall administratively under Albany, New York City, and Mid-Hudson districts simultaneously, depending on the specific ZIP code. This is precisely why the USPS tool misdirects mailers: the district lines don't match the geography. We've navigated these boundaries for decades and can confirm which facility is correct for any ZIP code in our service area.

If you're mailing to ZIP codes across multiple counties or targeting the entire Hudson Valley corridor, contact us before your drop. Entry logistics across multiple facilities can affect postage costs and timeline — it's worth a conversation before the job prints.

Frequently Asked Questions

What is a USPS Business Mail Entry Unit (BMEU)?

A Business Mail Entry Unit (BMEU) is a USPS facility — typically located at a Processing and Distribution Center (P&DC) — where commercial mailers deposit presorted bulk mail directly, bypassing the retail post office counter. Dropping at a BMEU qualifies mailings for discounted postage rates and removes the volume cap that applies to retail EDDM entry. Not every post office is a BMEU; most cities have one designated facility that serves the surrounding region.

What is the difference between a BMEU and a regular post office?

A regular retail post office serves individual customers and processes small volumes of mail. A BMEU is a commercial-only entry point inside a USPS Processing and Distribution Center that handles pallets and trays of presorted Marketing Mail, EDDM, and other bulk classes. BMEUs have dedicated acceptance windows, specific hours for mail entry, and staff trained to verify presort compliance. You cannot walk in with an unsorted stack of mail — presentations must meet USPS preparation standards.

Do I need a mailing permit to drop mail at a BMEU?

Yes, in most cases. Marketing Mail, First-Class presort, and Periodicals all require an active permit imprint or postage meter authorization before a BMEU will accept a mailing. EDDM BMEU requires a permit as well. EDDM Retail (the retail version) does not require a permit but cannot be entered at a BMEU — only at a retail counter. Cornerstone Services holds active permits and can enter mailings on your behalf, so you do not need your own permit to work with us.

What mail classes can I drop at a BMEU?

Most BMEUs accept USPS Marketing Mail (Standard Mail), First-Class Mail Presort, Periodicals, Bound Printed Matter, and EDDM BMEU. Some facilities also accept Media Mail and Parcel Select. The specific classes accepted vary by facility — and that mix can change. In our experience, the safest practice is to call the BMEU acceptance window before every drop and confirm which classes they are processing that day.

Why does the USPS BMEU search tool show the wrong facility for my ZIP code?

The USPS online BMEU locator routes by administrative postal district, not geographic proximity. District boundaries were drawn for internal logistics and do not follow county or regional lines. As a result, mailers in areas like Kingston, NY (ZIP 12401) get routed to Albany — 60-plus miles away — when the geographically correct entry point is the Mid-Hudson facility in Newburgh, roughly 20 miles south. This directory uses haversine distance calculations to return the nearest facility by actual geography, not administrative assignment.

What should I do before driving a mailing to a BMEU?

Call the BMEU acceptance window before you leave. Confirm the facility is open, the mail class you are presenting is being accepted that day, and whether there are any compliance holds. BMEU hours, acceptance cutoffs, and mail class restrictions change without notice — and the USPS does not always update posted information promptly. In 28 years of production, Cornerstone has seen facilities close acceptance windows early, switch to appointment-only, or suspend a mail class on short notice. A five-minute call prevents a two-week turnaround denial.

Can I drop EDDM at a BMEU?

Yes — EDDM BMEU is a separate rate category from EDDM Retail and requires a mailing permit and BMEU entry. EDDM BMEU removes the 5,000-pieces-per-day-per-ZIP cap that applies to EDDM Retail and qualifies for slightly lower postage rates. The piece must still meet all EDDM flat-size requirements and be prepared with proper carrier route sort documentation. Cornerstone manages EDDM BMEU campaigns for clients across Hudson Valley, Orange, Ulster, and Dutchess counties.

What is the difference between BMEU entry, DSCF entry, and DDU entry?

BMEU (Business Mail Entry Unit) is origin-based entry — you drop at the facility near where the mail is being produced. DSCF (Destination Sectional Center Facility) entry means you drop at the facility serving the destination ZIP codes, which earns a deeper discount but requires more logistics. DDU (Destination Delivery Unit) entry means dropping at the actual local post office that delivers to each carrier route — the deepest discount available for EDDM but only practical when your carrier routes are concentrated enough to make individual post office deliveries efficient.
